In July 2020, Dubai Municipality awarded a concession agreement to WWMC to build the world’s largest Energy-from-Waste facility.

This underpins Dubai’s vision to become the world’s most sustainable city and contributes to achieving Dubai’s strategic goals through supporting the Dubai Integrated Waste Management Strategy 2041:

Located in Warsan 2 district in the Emirate of Dubai, the facility processes up to 1.9 million tonnes of waste annually, converting it into clean, reliable energy.

With 200,000m³ of concrete and 70,000 tonnes of steel, it houses five state-of-the-art boilers and a 215 MW steam turbine.

Constructed in just 48 months, the facility reached full capacity in March 2024, supplying 2% of Dubai’s annual electricity needs.

The facility achieved full commercial operation on 01 August 2024 starting the 35-year concession agreement period.

Shou’alah Waste Treatment FZCO operates the Energy-from-Waste facility on behalf of WWMC, ensuring safe, compliant, and reliable day-to-day performance across the plant lifecycle.

The facility is financed through leading international institutions, including the Japan Bank for International Cooperation (JBIC) and Nippon Export and Investment Insurance (NEXI).
